My testimony in the Corning Gas rate case (20-G-0101) is no masterpiece of modern literature, but it makes the important points. Corning, like other gas distribution utilities, should begin a process of managed decapitalization. Let's hope that we can, in fact, eliminate gas, or much of it, by 2035. At present, the CLCPA requirement for an 85% reduction in CO2 emissions by 2050 will drive decapitalization of the gas industry. Once we show that 2050 is possible, we'll be able to argue for an earlier date.
