Given that polluting industries are often located in low income areas and given that property values and income often increase with distance from pollution, is it reasonable to suggest that "clean air" is a form of economic rent whose cost is paid by LMI folk?
It seems to me that if we can classify "clean air" as "economic rent," then what we've got is a potentially quantifiable wealth transfer. If we can quantify that wealth transfer, we should be able to more usefully talk about how to offset its impact.
