CSPAN shows that traditional, in-person hearings are poorly attended. So, online hearings might result in better attendance. Also, the need to testify in person is a burden for many even in normal times. Online hearings would be more inclusive. Sure. They could pass a rule tomorrow saying that “present” includes both physically present and present via approved telepresence technology. I do not think an appeals court meeting by phone would find it has jurisdiction to contradict the House making such a rule change...
I think the issue is that in order to change the rules, they would have to first obey the rules as currently written. Thus, they would have to have a quorum "present," in order to change the rule to redefine what "present" means.
