CSPAN shows that traditional, in-person hearings are poorly attended. So, online hearings might result in better attendance. Also, the need to testify in person is a burden for many even in normal times. Online hearings would be more inclusive. Now they’re going to say it’s too dangerous to meet to change their rules. Or something. It’s ridiculous. And totally foreseeable.
Looking at the House Rules, it appears that there is a requirement that at least two members of a committee must be "present" to hold a hearing. Sure. They could pass a rule tomorrow saying that “present” includes both physically present and present via approved telepresence technology. I do not think an appeals court meeting by phone would find it has jurisdiction to contradict the House making such a rule change...

I think the issue is that in order to change the rules, they would have to first obey the rules as currently written. Thus, they would have to have a quorum "present," in order to change the rule to redefine what "present" means.
