All of these "number of case" charts would be vastly more informative if they showed "Number of Cases Per 1,000" rather than just absolute counts...

Not true. Both are helpful in different ways. In this case, density is generally great, even if not necessarily uniform. Therefore knowing where the cases physically are, particularly since they are by no means contained within those borders, is more helpful.
