Those laid-off or out-of-work due to responding to a public health/safety emergency should not be classified as "unemployed." We need to define a new category and new benefits to address those who lose salary due to public need but are expected to go back to work in the future.

Agree on that. Let's designate these crisis payments as a separate category of income to be reported on one's year-end tax return, so we can assign a tax rate to that category based on one's regular income during this year. And use tax code to claw back from high income earners

Call them unemployed. Seriously: what's the difference between them and everybody else that wants a job? Sometime before last month, they got luckier, and now they haven't. We can get everyone jobs. We should.
