While we may respond to the current crisis with emergency legislation, we should know similar crises will occur in the future. In the coming years, we should create permanent legislation to establish the mechanisms that may be needed to respond to the next crisis.
If the government closes businesses in order to provide a public benefit, then it is the responsibility of the people, through their government, to share the costs of that action by replacing the forgone salaries and benefits.

Some will argue that "Every crisis is unique." Nonetheless, this crisis shows some tools that should be in our toolbox. If new and different crises occur, we can more tools. We must debate these tools between crises to ensure that we understand them and their consequences.
