      random thought: lots of concern about stranded gas assets for NY utilities. one possible solution is to shorten payback (higher rates in near term) electric rates are also likely to rise substantively as peak increases & shifts to winter so ratepayers could get hit twice

      Current NY Law requires that gas utilities provide free gas hookups even to customers who only want gas for LIGHTING (i.e. not heating or cooking.) That is insane. We should ban gas lighting.
