random thought: lots of concern about stranded gas assets for NY utilities. one possible solution is to shorten payback (higher rates in near term) electric rates are also likely to rise substantively as peak increases & shifts to winter so ratepayers could get hit twice

It is likely that electric delivery rates will *fall* as winter peak grows. This is because higher winter consumption will increase system utilization. As fixed costs are spread over greater sales, the per unit cost is reduced. Current utilization is about 53%. That is very low.
