      This is likely characteristic of all older cities in North America & Europe. Much of the piping is old, and old pipes leak. To replace the old pipes is expensive, though.       Every year, ConEd Gas receives about $300 million of ratepayer money to pay for "cost recovery" for old gas assets. Much of that could be spent on electric upgrades or heat pumps but New York law prevents gas corporations from investing in heat pumps. We must change the law.

      Of course, that $300 million per year is going to be a stranded asset. Makes sense to spend on something that can be used for more than 5 years.

      Yes, any new gas assets in New York will become stranded assets long before their 65 to 85 year cost recovery ends. This is why we have been fighting in rate cases for utilities to prepare "Depreciation Studies" that consider the impact of CLCPA on "average service lives."

      Eeeks. 65-85 year cost recovery? Insanity. NYC DDC has program to replace oil tanks every 20 years. Found out at CB12 meeting. I asked about alternatives (thinking heat pumps). The idiots were focused on solar panels. Like Inwood is in boonies and has no power lines.

      Yes, ConEd gas main costs are recovered over 85 years. Smaller pipes, which connect buildings to the mains, are paid for over 65 years. (Note: CLCPA requires that we dramatically reduce gas use before 2050 -- 30 years) Will taxpayers pay for all the abandoned gas pipes???
