So burying wires is. How about using existing pipeline right of ways to move effluent to remethanation plants?
In addition to NPA/NPS, we also have NWA/NWS which is "non-wires alternatives" or "solutions." For instance, if you use geothermal heat pumps to reduce summer peak demand instead of adding more electricity capacity (i.e. wires) that is a "non-wire alternative."
