What if they use old pipelines to move electrical cables from above ground? Is that a pipeline or non-pipeline solution?
James, a "non-pipeline solution (NPS)" or "alternative (NPA)" is one that satisfies a need with something other than new gas pipes. Examples include installing electrically powered heat pumps, end use efficiency programs, or implementing demand response programs.

So burying wires is. How about using existing pipeline right of ways to move effluent to remethanation plants?

James, Twitter rules caused me to truncate things too much. NPA/NPS are terms only used in the context of gas utility planning. Thus, something is an NPA/NPS only if it is an alternative to something that would have otherwise been addressed using gas pipes.
