Los Angeles County has been home to some of the oldest voting equipment in the state (based on 1960s technology in fact). The new system represents election innovation and modernization. (2/6)

Voters who prefer to vote in person can go to any vote center in the county over the course of 11 days of voting! There, voters can utilize a user-friendly tablet — known as a ballot marking device. Voters who prefer to mark a ballot by hand can exercise that option as well. (5/6

Public ownership of voting systems is indeed a valuable and important step. However, _universal_ use ballot marking devices is against the recommendations of independent experts and groups for security reasons.

I hope that this system will continue to evolve under public ownership to allow for equally available hand marked paper ballots and ballot marking devices. Voters should choose for themselves.

(This is also the recommendation of @VerifiedVoting and in line with testimony to the House Administration committee this month by @mattblaze and others.)

The current stopgap of having blank write-in ballots to use as hand marked paper ballots should be rapidly replaced with ballot on demand printing (or a mixture of pre-printing and ballot on demand) to ensure that both methods of voting are truly equally usable.

This is a critical test -- will a publicly owned system be responsive to the recommendations of experts not affiliated with vendors and to the requests of the public who have fully informed themselves about the issues involved? I hope so.

Ballot-marking devices should only be available to those with real physical handicaps which prevent them from hand-marking their ballots. Votes should be recorded by marks on paper, applied by hand, and behind a curtain.

Agreed with this caveat: Poll workers are not qualified to judge the physical handicaps of voters and should not be allowed to restrict access to an accommodation like a machine based on their own judgment of a voter’s needs. (This can lead to disenfranchisement too.)

So I think we have to continue to rely on voters to self determine what they need, and just offer them reasonable options, including BMDs.
