Ballot-marking devices should only be available to those with real physical handicaps which prevent them from hand-marking their ballots. Votes should be recorded by marks on paper, applied by hand, and behind a curtain.

Agreed with this caveat: Poll workers are not qualified to judge the physical handicaps of voters and should not be allowed to restrict access to an accommodation like a machine based on their own judgment of a voter’s needs. (This can lead to disenfranchisement too.)

So I think we have to continue to rely on voters to self determine what they need, and just offer them reasonable options, including BMDs.
