Voluntary dividends instead of mandatory repayments?
Should regulators require storage of off-peak wind to continue renewable premium tariffs set when wind & solar cost more than fossil? Premium tariffs are literal windfalls and should be earned to be kept. Cc @mzjacobson
In utility rate cases, the return allowed to shareholders from investments of equity is much higher than the return required by debt providers. What excess value is provided by shareholder investments that justifies the higher return? @RabagoEnergy @EnergyPace

The data seems to suggest not much by way of rational explanation for the very high and growing equity "risk" premiums (+700 basis pts today). There is little evidence of why except subjective tendencies of regulators and strong pressures from the rating agencies and their ilk.
