Voting must always be with a paper ballot. We must never accept electronic or online voting. (Note: I am no technophobe. I've been programming since 1969. It is because I understand so well the potential for fraud and hacking that I object to using automated systems in voting.)
I agree with you that "real" voting should have a physical paper trail (the "scanned paper" ballot, used in @townofbrighton seems like a good combination). But for low-stakes public input, I'm ok with digital only for accessibility.
