There is no law that defines "executive privilege." Thus, one can't really analyze it precisely. Normally, one would expect that many, but not all, conversations between POTUS and foreign leaders might be "secret." We do have laws concerning various types of secrets.

This conversation on its face contained no classified information, and more importantly, neither did the body of the whistleblower report. If there is no executive deliberative privilege here either, there is no legitimate reason for this to be “secret”. None. Not close.
