It would be all new pipes and radiators, right? Plumbing always seems shockingly expensive.

We must find cheaper ways to replace steam. Since we must, we will. Today's mini-splits and console units are possible but have issues. District heating won't help unless it is steam, but that would be too expensive due to need for large pipes. Need research and innovation.

Steam systems are not easily converted to hot water. Heat pumps don't easily produce steam. So, one solution might be to use heat pumps with CO2 refrigerant to pre-heat water which is heated to steam by gas. This would increase efficiency and reduce emissions but is more complex.
