Update: I believe this has been worked out through the magic of France. France: You must do X. Me: My god, I can't possibly do X. What the hell am I going to do?! France: Oh, ok. Then just do Y or Z.
Back in the 80's, I needed to register with the Marie in Cannes. They demanded my birth certificate, but as an American, born in Germany, I've never had a birth "certificate". I have only a "Consular Report of Birth." The registrar was stunned by the idea that this was possible.
