MLPs can pass depreciation deductions back to their investors. This attracts capital investments from those who have current tax liability and thus reduces cost of capital for MLP.

Not familiar with MLPs but some items on the list are also longer term investments that will take years to see a cash flow. So if investors see a way to use MLPs for financing carbon capture tech then seems like they can find a path to make it work for nuclear.
