The report indicates that low-income users have flat load (kW) curves and low consumption (kWh) while wealthier users produce the demand peaks and consume more. So, does this mean that TOU rates force a cost-shift from wealthy to less-wealthy rate payers?

Probably - but more work needs to be done. Specific implications for rate design and environmental costs are where we are going next. Also of interest to see if it's possible to identify areas that 'should' have a better load shape but don't. Good candidates for EE/DR, e.g.?
