Zero Net Gas is a great policy, however, it should be extended to include "Zero Rate Payer Investment" in new gas infrastructure. Any new gas customers should be required to pay the full cost of their connections to the gas grid. We must stop today's policy of free gas hookups.

Interesting. What would that full cost of an individual gas hookup amount to? Instead of piping gas, utilities pipe free district heat and hot water hookups like in Europe and China.

In ConEd territory, the average cost for a new gas connection is over $33,000. For Long Island it is probably a bit lower.
