Many fewer rules. Only a few players (the supply houses.) Air handlers are the furnace fan and the heat pump coil, but NO furnace. It’s very tough to do a hybrid with one. So it pushes heat pump only systems.

We don’t like a rebate per ton. It encourages oversized HVAC. Oversized systems have strong weaknesses. Early failure. Noisy ducts. Poor comfort. Poor dehumidification which can lead to health issues. Just make it flat. May want to require SEER 16 or so.

SEER should not be used for electrification subsidies. The key metric for heat pumps should be COP on coldest and hottest day of the year. Electric grids must be expanded to support heat pumps. The amount of expansion depends on COP on coldest/hottest day. Peak is expensive.
