James, the President may have authority to pardon, however, he does not have authority to conspire to violate the law. The pardon may be allowed, but the conspiracy is not.

If only that were true. Conspiracy is a federal crime for which he can't be indicted per policy, and there's no chance of conviction if impeached. He could get Pence to pardon him on the last day of his term. The law isn't more powerful than the executive any more.
