Capitalism neither encourages no discourages empathy, compassion, etc. It only says that private property is allowed. Whether a society pursues social programs, fights inequity, etc. is dependent on the morality and wisdom of its members, not on whether or not it is capitalist.

More importantly it’s dependent on whether or not the wealthy have more political power than the public-at-large. If they do, it doesn’t matter how wise people are, because their political influence will be dwarfed by the interests of the ultra rich.
