Since we're all just shouting climate policy opinions into the void: A regime built around a large carbon price is the cheapest and fastest way to get big emissions reductions. Other (slower/more expensive) policies can be perfectly affordable & successful, and more popular.

Carbon prices can be increased by removing existing subsidies and policy preferences for fossil fuels. A carbon tax/price would offset some of those subsidies, but would be much more disruptive. Remove subsidies first, only then consider a tax/price.
