Perhaps the Times Union could explain what the NYSISO proposal is about - it seems like a money grab, not an effort to reduce carbon emissions. The PSC chair kicked off the process, no? (But admin has not wholeheartedly endorsed yet.) & generators support bc its market based mechanism rather than out of market subsidy like nuke bailout. Likely lowers ZEC cost. True some modeled emissions benefits from nuke life extension

NYISO carbon charges would apply only to electricity, not oil, gas, etc. Thus, #BeneficialElectrification will be discouraged since electricity will be become more expensive relative to fossil fuels. This will slow adoption of heat pumps and electric vehicles.
