There is some science developed under the Clean Water Act sec. 316(a) relating to thermal discharges that can inform whether this a good idea, but I can’t believe the thermal loading would anything as severe as with a nuke or fossil plant.

The PSC building in Albany has always been cooled with river water. PSC should lead by example and insist that they use river for heat as well. "Cold" water is full of heat. Here's a whole town in Norway heated by cold fyord water: https://en.wikipedia.org/wiki/Drammen_Heat_Pump …
