There has long been consensus among economists that a carbon tax is the most cost-effective climate solution. What's new is economic consensus on what to do with the money => Give it straight back in equal amounts to every American.

Much of the impact of a carbon tax will be that it offsets the current subsidies and policy preferences for fossil fuels. The same market impact could be achieved by removing the subsidies, etc. We should remove subsidies first and only then consider a new tax.
