Going back to my example, heat pumps are unsuitable for replacing heavy fuel oil boilers in NYC.

I know large building owners in New York City who recognize that heat pumps would be best for retrofits but complain that since ConEd offers millions of dollars of subsidy to stay on gas, they can't justify doing the right thing. Without subsidy, gas couldn't compete.
