I haven't read the report but sure hope it emphasizes peak loads reduced by EE and not fuel switching. Really bad for grid and potentially gives life line to carbon fuels.

Yes, it would be the last fuel switch. Unless we learn something new about physics, there simply isn't anything more efficient than a heat pump for heating and cooling. Up to some theoretical maximum, we can make heat pumps more efficient, but no tech will beat them.
