"Don't build new fossil fuel infrastructure" is a terrible guideline, and counterproductive. Take power plants: If you restrict new natural gas plants, all else equal, one consequence will be to use older less-efficient coal & gas generation more. Thus higher emissions.
We must stop retail gas expansion and convert to heat pumps. Natural gas may be a "bridge fuel" for power production, but it's days as a retail energy source for homes and businesses should end as soon as possible.
