Again, don't they have this power mostly because of the enormous illegal drug market in North America? If US Americans got their drugs from local growers and producers, how would South American gangs get any money to support themselves?

I'm trying to think of how this relates to our analogy of Prohibition. Did alcohol become prohibited because of the threat of gang violence? I don't remember any talk of gang violence before marijuana was banned. It was more all about how bad it was for kids.

And how is that different from modern gang leaders? Don't they say the cartel leaders run their regions, even if they are in jail? In fact, don't they keep getting broken out of prison, demonstrating their continued power over their areas?
