Again, don't they have this power mostly because of the enormous illegal drug market in North America? If US Americans got their drugs from local growers and producers, how would South American gangs get any money to support themselves?

I'm trying to think of how this relates to our analogy of Prohibition. Did alcohol become prohibited because of the threat of gang violence? I don't remember any talk of gang violence before marijuana was banned. It was more all about how bad it was for kids.
