The DMV isn’t as bad as people make it out to be, at least relative to other places you have to fill out forms. My last trip was a breeze.

Depends on the state, of course. But my point was that it's a common point of government services and is (or was) generally a bad user experience.

I think neither of the two theories explaining the user experience of government services (namely, "all government services are bad" and "means tested programs are bad, universal programs are good") do a great job explaining what we see in the world.

I don’t think any one theory has all the explanatory power, but at the margin universality will align incentives to ease admin burdens.

Experience (a) is not legible to the policymaking process, and (b) does not have a consistent interest base of advocacy. Corollary of (a): policy itself may not be the fix. Building an institution that maintains a positive experience is not something more rules can achieve, IMO.

Maybe a general theory is that the user experience will be worse greater the psychological distance is between the designer and the user? "Programs for the poor are poor programs" is a specific case of the general theory if that's the case.
