The ’s endorsement of Gulf reconciliation talks is unsurprising; in line with Kuwaiti mediation’s attempt to address the concerns of all parties; and reaffirms Saudi’s representation of the quartet.

The emir of notes Saudi’s representation of the UAE, Egypt, & Bahrain in the Gulf reconciliation talks. This partly explains their silence. The Saudis won’t strike a deal without involving their partners. It’s also not characteristic of Kuwait to sidestep other neighbors.
