It is, because it blames the person who called out the harmful actions. It's just another way to say: "you shouldn't have called out this in that way, look how he's suffering now!" The only alternative to calling out is to let him continue, if you accept a 30y experiment as proof

If you believe that the only options are: 1. Massive mob destroys an an autistic old man barely surviving. 2. Let him continue writing emails. Then that’s black and white thinking and that’s what fascists do. Progressive people understand nuance and context and don’t harm.
