You want a girl to notice you? Be willing to talk to people, not just her, but smile and talk to strangers. Compliment the old guy rocking a ballcap of a team you like. Why? Because when you do say hi to her, she doesn't feel like you are singling her out.
This whole incel thing is so messed up. These guys really don't know that it isn't hard to talk to girls? I feel like I need to do a how to guide. Be confident in your kindness and politeness. Don't just be polite to the girl you think is attractive. Be courteous to everyone.

If you want to talk to a girl, talk to her the way you would talk to anyone else. Comfortable small talk that isn't invasive in any way, and read the situation. If it is just a friendly hello, the weather is nice today, and then on your way that is great.

Congratulations, you know how to break the ice. She will be receptive to small talk from that point out. Maybe that small talk will turn into a chat, a chat will turn into a conversation, and a conversation can turn into a invitation to coffee.

Don't focus on her looks, if you want to compliment her on something, tell her that her Green Lantern shirt is awesome. That also provides a topic of conversation. Once again treat other people around her with the same kindness. We call it sincerity. It is an amazing concept.

Case in point: sitting in a cafe in Edmonton, and the weather is finally not freezing balls. A girl you find attractive is next to you. You can easy break the silence in a non awkward way by casually mentioning that you can't wait for patio season and the outdoor markets.
