It probes admin$ shares on LAN, that is why it is located in WINDOWS folder, then I assume it will copy and execute itself through PsExec
surprising but even I heard patched systems are getting infected as well. Is that true?

Yes, because of that lateral movement, or because of other IVs, cd \\localhost\admin$ will get you to WINDOWS folder on fully patched Win10
