Mostly because the show isn't the games. If Ash was like the average player he'd force evolve his Pikachu. Honestly the only pokemon that annoyed me for not evolving was Bulbasaur because what was the point when Ash already had Bayleef.
Eh, Bulbys still goated. Kinda cool to see evolution not be “growing up” thing and instead a “power up” of some kind. Ash got Bulby who doesnt want change, Bayleef who will still trample him, and Torterra who went through adjusting. Its cool to see the lives they can lead.
