So far it's just 100% confirmed for Japan only.
But considering how ASW had an open beta for BlazBlue Tag in Switch NA as well, I wouldn't rule out the possibility for this either.

so kaioken is an install right? i hope so anyway, i wanted dirty fireworks or giant monkey mode but this is fine

If I translated it correctly,
Goku's Kaioken will work like a X Factor : 1 teammate down, Kaioken x3. 2 teammates, x20
When you press the buttons (?) after activation, he'll do a combo attack.
For Super Genkidama I know that speed will be slow obviously. (1/2)
