Important study. 84% of Zones get 0 OZ $==early, but not good. Investment skewed to Zones w/ high inc, home val, inc/pop growth==not surprising or good. 11% of investment in non-Zones==leakage. Lastly--shouldn't need to rely on JCT--we need robust data collection & disclosure.
