Nomadic identities (moving your XMPP address + social graph) between servers is a solved problem in XMPP. Get your own domain (they start at around 5-10 Euro a year) and use XEP-0227 to migrate your data between different XMPP providers. No need for central service to do mapping.

Some may argue that getting a domain is neither free nor completely hassle free. But neither is getting a phone number (the other widely used nomadic identity). Contrary to phone numbers domains are a) easy to remember b) can be shared with family c) don’t require a passport.
