ATC 2019 will not allow co-chairs to submit papers. This is a great decision, and one which I hope will be applied broadly to all systems conferences! It is hard to make fair decisions about chair papers: having co-chairs helps, but isn't perfect.

It is reasonable and has been a tradition for architecture conferences, including ASPLOS, for many years. I remember PLDI at one time even disallowed PC to submit papers. However I also think in principle there shouldn't be a difference for chair's papers.

Yes. Also, in more niche research areas, a policy like this would give the most prolific folks, who also tend to be asked to be program chairs, a harder time publishing their work. This matters proportionally more than in a mainstream area with more conferences to pick from.
