I know what you mean but "consensus" matters not in science. Repeatable experiments or it ain't science. Predictive models.

Are all scientific hypotheses falsifiable? Is geology science? Evolution? Astronomy? Mostly based on observation + competing theories.

If it's not falsifiable, it's pseudo-science. For example, psychology is art, not science, since uncertainty predominates.
