Imagine turner is fast enough to run a route to first where he skirts by the mound, effectively in the line of throw( his usual route, it’s) but the throw doesn’t hit him until his last stride - is he interfering?

This is exactly right. Turner’s only permitted to be outside the lane within the vicinity of the bag by way of exiting the lane.

Not relevant where he runs before the last step ? What if he was in grass completely blocking the view of 1st baseman? That would be ok as long as last step he's back at bag ? I am confused :( Rule states " last step ... may exit " cant exit if never in lane to begin with .

The only thing I disagree with is that Torre had to defend the umpire. Umps are human, humans make mistakes. Accountability is more important than support. Plus he continues to screw the pooch on 9/11 1st responder caps. He's become a MLB shill, and that's unfortunate.

@billjamesonline but you have to admit a runner who takes EVERY STEP before he reaches the bag, to the LEFT of the foul line (check the video), is in fact interfering with the play even before the ball is thrown. Turner knew what he was doing and it didn't work. -
No - you are confusing what could be true with what happened. He didn’t interfere with the throw.
