Hmm... Vice President turned President, who entered office distrusted by many and in somewhat poor health but was ultimately seen a fine steward of the office and well regarded by both Republicans and Democrats for the single term he served. Nah, can't see the issue.

I seem to recall Arthur spent most of his time in office fishing. He was in declining health when he replaced Garonly served

Replaced Garfield, served one term. Didn't do harm, instituted unexpected reforms, and died with bipartisan respect. Not the worst, by any means, but I suspect Garfield was much brighter and might have been much better had he not been done in by a weaponized psychotic.
