Most of January has been unusually mild for nearly all of the nation. Even so, I doubt that folks in Chicago or Minneapolis will end up thinking of this month as "mild" once this week is done. Base climatology for WPC map is 1981-2010, vs. 1987-2016 for PRISM. Since the latter period is warmer, the warm departures in PRISM aren't as dramatic. There may be other factors related to stations used, analysis resolution, etc.
