Generally you need to know how to use Borg. But there are good orientation classes. Average Googler needs little knowledge about HOW Borg works.

How far does BCL creep into sufficient “use” knowledge? Are there minimum-bar use entry points that have normalized?

BCL was used by everyone using Borg pretty much when I was there. There are good docs and patterns. It only trips people up as they try to do more complicated things. There are sharp edges for sure though.

Omega turned out to be a bunch of useful technologies that were back-integrated into Borg, rather than a full reboot.

It heavily influenced k8s too. For instance, the way that labels work to relate thing is based on a lot of ideas that were designed/prototyped/explored with both Omega and GCP.
