sig-windows should be node, no?
Windows is more than just kubelet/CRI differences (e.g., kube-proxy, kubectl). The bigger question is whether the SIG is still active.

Microsoft publicly announced they're working on the network side of things and RedHat demo'ed a similar thing I linked above.
