Brian has been working on a doc which went to kubernetes dev. AFK so don't have a link handy.

IMO that doc doesn't really address the issue. Need concrete guidance about what goes where and way to say "no" to stuff.

My opinion: we need a higher level vision of core that *everyone* can read and grok. Current efforts are too "laundry list".

Understanding what we have, what we need, and why must precede summarization. I've mostly focused on that part so far.
